## Source Hierarchy

Advennt weights sources by reliability and authority:

1. **Primary legislation** — Acts, statutes, regulations (highest weight)
2. **Regulator publications** — Official guidance, licence conditions, consultation papers
3. **Enforcement actions** — Fines, sanctions, licence revocations
4. **Industry body publications** — Trade association guidance, standards
5. **Quality secondary sources** — Legal analysis, specialist media

## Confidence Framework

Each data point carries a confidence level:
- **Confirmed**: Traced to primary legislation or official regulator source
- **Assessed**: Derived from multiple corroborating secondary sources
- **Provisional**: Single source or analyst judgement, flagged for review

## Scoring Model

The Traffic Light Assessment (TLA) aggregates scores across 11 regulatory categories:

| Regulatory Outlook | Reform trajectory and stability |

Scores map to: GREEN (≥0.7), AMBER (0.4–0.69), RED (<0.4).

## Verification Process

- AI pipeline generates initial jurisdiction profile
- Profiles flagged for lawyer review enter the Approved tier
- All profiles carry the AI Monitored badge until lawyer-approved
- Approved jurisdictions display the reviewing firm's identity

## Update Cadence

Jurisdiction briefs are updated when material regulatory changes are detected. The AI monitoring pipeline runs continuously; lawyer reviews occur on a rolling basis.
