The dominant distribution-channel development in Nigeria is LSLGA's Public Notice of around 12 October 2026, directed at telecommunications operators, mobile network operators, value-added-service aggregators and providers that facilitate online betting, casino and lottery products over carrier-billing and VAS channels in Lagos State. The notice requires these intermediaries to verify operator licensing within thirty days, stop onboarding unlicensed operators, and suspend facilitation of existing unlicensed relationships. It explicitly states that possession of an NCC telecoms or VAS licence does not constitute a licence or authorisation to conduct or facilitate lottery, betting or gaming activities in Lagos State, closing a gap in which intermediaries had treated their own telecoms authorisation as sufficient cover for carrying gaming traffic. This obligation operates under section 33(3) of the Lagos State Lotteries and Gaming Authority Law 2021, and is in effect from the date of the notice.
