Summary answer
The GRAI is introducing a tiered application fee system (subject to consultation). A Social Impact Fund levy on commercial licence holders is expected to raise at least €14 million annually. Exact B2C/B2B fee bands not yet finalised at the date of this baseline.
The confirmed component of Ireland's cost-to-operate picture is the Remote Betting Duty, payable to the Revenue Commissioners at 2% of turnover, a probable and durable rate under the existing tax framework. Two further material cost components remain undetermined: GRAI's annual operating charges and the Social Impact Fund levy percentage have not yet been prescribed by the Minister, despite the levy design consultation having concluded. This leaves operators unable to fully quantify total regulatory cost of operating in Ireland at present. The compliance lift associated with new statutory obligations (segregated accounts, no-credit rule, suspicious-pattern reporting) is specified precisely enough in statute to plan against, even though the levy and operating-charge components are not yet fixed.
