Summary answer
## Licence Triggers No Person may operate or manage any activity in UAE related to Commercial Gaming, or establish or participate in the establishment of any Gaming Facility without first obtaining the required Licenses, approvals, and permits from the GCGRA and Local Entities. ## Type of licence …
GCGRA, established by federal decree in 2023, holds exclusive federal jurisdiction to license commercial gaming across all seven Emirates. Its licence architecture comprises three categories: Gaming Operators, spanning internet gaming platforms, sports wagering, land-based gaming facilities, and lottery and lottery retailers; Gaming-Related Vendors; and Key Persons. Only two B2C operator licences are currently live. Play971, operated by Coin Technology Projects LLC, is the first GCGRA-licensed online sports-wagering and iGaming platform, live nationally since 15 December 2025, geo-blocked to the UAE with a minimum player age of 21. Wynn Al Marjan Island holds the land-based licence but remains pre-launch, targeting a 2027 opening. Dubai has no licensed operator across either channel. The licensing perimeter is operative and federally consolidated, but the licensee base remains thin.
Federal Decree-Law No. 25 of 2025 removes Articles 1012 through 1019, the gambling and betting chapter, from the UAE Civil Transactions Law, effective 1 June 2026, with no replacement gambling section inserted into the new law. This is a durable, primary-legislation change that eliminates the prior civil-law basis for treating gaming contracts as automatically void. It does not alter GCGRA's exclusive federal jurisdiction to regulate, license and supervise all commercial gaming activities and facilities in the UAE, which remains the sole licensing architecture. The primary Official Gazette text was not directly reached this cycle; the finding rests on corroborating law-firm and trade-press commentary rather than statutory text itself, a sourcing gap worth noting for any operator seeking primary-source confirmation before relying on the change.
